The fundamental prerequisite for the correct governance of the phases of assignment and regulation of the urban waste management service is the availability of an information set capable of guaranteeing a correct functional connection between the phases of assignment of the service and of economic and qualitative regulation of the service in the interest of the Local Authority and the community.
However, it is known that there is an area of asymmetric information that cannot be eliminated between the regulators and the regulated managers, which can be suitably mitigated through appropriate incentive regulation and an efficient and systematic monitoring system.
