As emphasized in the study, technological solutions or isolated market initiatives alone cannot achieve circularity; rather, it represents an ecosystem-level challenge that requires the synchronized alignment of economic incentives, public governance, digital tools, and active citizen engagement. The adoption of circular business models is heavily enabled by digitalization—such as Business Intelligence platforms and cross-border e-commerce—which optimize reverse logistics, mitigate financial constraints, and facilitate resource tracking across key sectors including agri-food, pharmaceuticals, and construction. Furthermore, the findings underscore the vital role of inclusive public policies and differentiated communication strategies to build institutional trust and secure social consensus for urban regeneration and waste recovery processes.

Ultimately, bridging entrepreneurial innovation with supportive regulatory frameworks and digital infrastructure drives a triple-bottom line outcome, combining economic competitiveness, environmental benefits, and social value for long-term regional resilience
